In a significant shift, some centrist Senate Democrats are gearing up to demand restrictions on U.S. security assistance to Israel as the death toll rises and famine conditions worsen for Palestinians in Gaza. The nearly six-month war between Israel and Hamas has sparked growing frustration among Democrats, particularly with the tactics employed by the far-right government of Israeli Prime Minister Benjamin Netanyahu.

Senator Chris Van Hollen of Maryland, along with nearly 20 Senate Democrats, is leading the charge for an amendment to a national security emergency spending bill. The proposed amendment would require all offensive weapons funded by the measure to adhere to U.S. law, international humanitarian law, and the law of armed conflict.

The Biden administration has backed this policy in an executive branch memorandum, avoiding a potential rift between Israel and the Democratic Party. However, the situation on the ground in Gaza has continued to deteriorate, prompting Democrats in both chambers to consider revisiting funding provisions related to Israel.

With Netanyahu planning a full-scale invasion of Rafah, where 1.2 million people reside, centrist Democrats like Senator Chris Coons of Delaware are calling for restrictions on aid if Israel does not take steps to reduce civilian casualties and facilitate humanitarian aid delivery.

The pro-Israel advocacy space is also witnessing a shift in Democratic support, with several staunchly pro-Israel senators retiring and others expressing concerns about Israel’s military strategy and treatment of Palestinians. The Democratic base, traditionally to the left on Palestinian human rights, is increasingly critical of Israel’s actions in Gaza.

The Israel-Hamas conflict has widened the gap between grassroots Democrats and elected officials, challenging the longstanding bipartisan support for Israel in Congress. As public opinion on Israel evolves, Democrats are reevaluating their stance on U.S. security assistance to Israel in light of the humanitarian crisis in Gaza.

The potential consequences of a U.S. diplomatic shift on Israel’s actions in Gaza, coupled with growing opposition to the war among Democrats, signal a significant turning point in the U.S.-Israel relationship. The debate over U.S. support for Israel is no longer confined to the fringes but has become a central issue in political discourse and mainstream media.
